심화되는 기후변화로 인해 전 세계 여러 국가들이 전례 없는 규모와 빈도의 자연 재난을 경험하고 있습니다. 증대하는 자연 재난은 막대한 사회경제적 손실을 초래할 뿐만 아니라, 대규모 이재민 발생의 주요 원인이 되고 있습니다. 대규모 자연 재해의 발생으로 인해 기존의 국가가 주도하는 지역 차원의 대응을 뛰어넘어 풀뿌리부터 중앙정부를 아우르는 더 복잡하고 폭넓은 협력과 조정의 중요성이 부각되고 있으며, 전 세계 주요 국가에서 각각의 사회 정치적 특성을 반영한 다양한 다자간 조정 및 협력 확대 시도들이 관찰되고 있습니다.

최근 국내에서도 홍수, 산불 등 기존의 지역 차원 대응을 넘어서는 규모의 재난이 지속적으로 증가하고 있습니다. 이에 IOM 한국대표부에서는 오는 10월 19일 <재난 대응시 다자 조정과 협력 세미나>를 개최하여 광범위한 조정과 협력이 필요한 대규모 재난 대응에 있어 공통의 과제를 가진 각 국가에서의 경험과 혁신 방안 및 교훈을 공유하는 자리를 마련하고자 합니다. 이를 통해 전례 없는 재난 대응에 있어 한국의 여러 위기 대응 담당자들이 다자간 수직·수평적 조정 및 지역과 국가 차원을 넘어선 여러 이해관계자 간 협력을 강화하는 혁신적인 접근법을 추진할 수 있도록 하는데 기여하고자 합니다.

Seminar on Multi-stakeholder Coordination and Cooperation in Disasters

IOM Republic of Korea (ROK) is pleased to announce that we are holding a seminar on multi-stakeholder coordination and cooperation in disasters, on October 19, 2022.

As climate change exacerbates, countries experience natural disasters of unprecedented scale and magnitude. Natural disasters have become the major driver of displacement and have caused significant economic loss each year, which overall undermines countries’ development effort. Where traditionally state-led and local-level responses were sufficient now requires more complex and extensive coordination and collaboration from the grassroot to the central level. Faced with this new challenge, various new initiatives have come up in multiple countries by different actors in disaster response. Although social, cultural and political specifics would differ and should be reflected, sharing the experience and knowledge obtained in dealing with this new common challenge would be invaluable to stimulate more innovations and cooperation across not just national compartments but also international borders. In recent years, disasters such as floods and forest fires on a scale that goes beyond the existing local level responses are continuously increasing in ROK as well.

Against such backdrop, IOM ROK, in partnership with the U.S. Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA), hosts the Seminar on Multi-stakeholder Coordination and Cooperation in Disasters to facilitate sharing of best practices as well as lessons learned among countries with common challenges in responding to large-scale disasters that require extensive coordination and cooperation beyond usual boundaries. It aims to leverage countries’ experiences in vertical and horizontal coordination and collaboration to prepare for and respond to unprecedented challenges, thus stimulate innovative approaches in strengthening synchronization across local, national and international actors.
