국제이주기구 한국대표부, 효과적인 인도적 지원 사업 관리를 위한 M&E 설계 및 실행 역량강화 워크숍 개최

Seoul – The IOM Republic of Korea (ROK) Mission, with support from the Bureau of Humanitarian Assistance (BHA) of the United States Agency for International Development (USAID), hosted the ‘Workshop on M&E Design and Implementation for Effective Project Cycle Management in Humanitarian Interventions’ from 30 November to 1 December 2021.
The training workshop was organized to address growing needs and interests in effective monitoring and evaluation (M&E) among ROK humanitarian practitioners. As the scope of humanitarian assistance delivered by ROK actors has expanded from short-term relief activities to more complex longer-term interventions, the demand for capacity-building support for project management has only been on the rise. Monitoring and evaluations (M&E) in particular, has been the key topic of interests among the target beneficiary group as it requires not only theoretical knowledge but also various technical skills for planning and implementation. In recognition of the challenges faced by ROK humanitarian actors, the workshop especially emphasized practical skills development through ample group and individual exercises as well as brining in of real-life examples. The total number of 31 ROK humanitarian professionals from NGOs have completed the two-day training.
The workshop, led by Ryung SHIM, IOM National Program Development Officer of IOM ROK and Jieun KIM, IOM National Project Officer of IOM ROK, consisted of various sessions to boost participants’ understanding on M&E, including Project Cycle Management (PCM), Monitoring, Evaluation, Accountability, and Learning (MEAL), results-based management (RBM) approach, and impact evaluation. The workshop was also built up with group exercises and practices.
Guest speakers enriched the workshop. Linda RAFTREE, an independent consultant and expert on digital development research, strategy and evaluation, shared her expertise and experience on remote M&E with key considerations. Daniel ASSEFA, M&E National Program Officer of IOM Ethiopia, delivered a session on data gathering ethics, tools and methodologies based on his full experience in the field.
“Timely and appropriate M&E not only ensures the accountability to target populations and donors, but also contributes to organizational and sector-wide learning which can facilitate improvement of the overall quality of interventions. I am pleased that IOM ROK has an opportunity to contribute to paving the road to effective interventions by sharing knowledge on M&E with ROK humanitarian actors. I hope participants acquired solid, practical knowledge sets that can be used in their workplace from this workshop,” said Steve HAMILTON, Chief of Mission at IOM ROK.
A participant commented that “I gained useful insights and knowledge that can be applied in projects right away, and the workshop was very helpful because trainers gave us specific points to consider when designing and implementing M&E. Additionally, it was great to be able to meet and share experiences with practitioners working at diverse NGOs.”
Since 2014, IOM ROK has taken an important role in providing a wide range of capacity-building support for ROK humanitarian actors with funding support from US Agency for International Development (USAID) Bureau of Humanitarian Assistance (BHA).
