국제이주기구, 한국국제협력단 함께 인도적지원-개발 연계 포럼 개최

Seoul – International aid agencies are re-thinking the divide between humanitarian, development and peacebuilding work in the context of a new “Humanitarian-Development-Peace Nexus” – a concept first floated in 2016 at the UN-backed World Humanitarian Summit in Istanbul.
The International Forum on the Humanitarian-Development-Peace Nexus (HDPN) hosted by the IOM Mission in the Republic of Korea (ROK) and the Korea International Cooperation Agency (KOICA), with support from USAID’s Office of U.S. Foreign Disaster Assistance (OFDA), took place today (26/11) in Seoul.
Over 150 senior Korean and international stakeholders met to discuss on-going progress towards the operationalization of the nexus and its implications for humanitarian and development actors. Participants included representatives from government, international organizations, NGOs and academia.
The forum looked at how the nexus will impact the planning and delivery of development and humanitarian assistance; the need for more flexible and predictable financing to bring about its successful operationalization; and programmatic approaches for long term sustainability.
“One of the key takeaways was that the success of this new structural reform hinges on shared decision-making and accountability at all levels. Engaging and empowering non-UN entities, including NGOs and government counterparts, will be a decisive factor in achieving that,” said IOM ROK Head of Office Miah Park.
The forum will be followed by a two-day workshop on the operationalization of the nexus for Korean humanitarian workers. The November 27-28 event, facilitated by IOM specialists, will provide practical guidance on HDPN-centered programming that helps aid workers identify the root causes of crises and incorporates conflict sensitivity and sustainability elements into interventions.
Both events are supported by an OFDA-funded IOM project: International Disaster Response Capacity Building for Republic of Korea (ROK) Humanitarian Actors.
